I think governments discovered certain facts between 1948-1966 that let them know the magnetic poles would shift prior to a cataclysmic crustal displacement in the first half of the 21st century. They will spend and prepare without alarming everyone. More recently cycles of solar outbursts have also been discovered, and they are a primary trigger for cycles of Earth changes.
